As this is really rough approximation and by no means thoroughly statistical I think it's reasonable to round this to 10% as that seems like something the developers would type in. 10% was then multiplied by 10000 (grid spaces in the universe) to give around 1000 stars. Stars usually have (personal account, please verify) around 4-12 planets. 16 (4+12) over two is 8. 8*1000 = 8000 (NEW EDIT: I can't give exact sources but I swear I saw a dev's post somewhere about the possible number of planets being 3-14 which gives an average of 8500.
